While politicians, TV crews and neighbors mill around at a barbecue outside, Juan Boatwright lies in his bed during his fourth birthday party. A year ago Juan nearly drowned in a bucket of bleach at his baby-sitter’s home. Since his babysitter didn’t have insurance his mother went bankrupt paying the medical bills as Juan remains comatose. His birthday became a public event because a law was recently passed in South Carolina requiring babysitters to have insurance or inform their customers.
